英国医药行业协会史无前例地向政府发出警告(issued an unprecedented warning)，表示如果英国国家医疗服务系统(NHS)每年不额外获得200亿英镑，那世界顶级的制药公司就会退出英国(abandon Britain)。医药公司们认为，没有更高的卫生支出，新药的市场化就会因为不被批准而推迟，并且也将很难进行临床实验，因为英国病人无法获得现存的最佳治疗方案(existing best treatments)，也就不可能有评估新药的机会。一些保守党议员批评这些公司虚张声势(bluffing)，“假称”政府没有更多资金投入就离开英国，将它们的要求斥为诡辩(special pleading，即选择性地列举事实来说服别人接受自己的观点)。
