THE LATEST euro-area unemploymentfigures, released on July 31st, make for mildly happy reading. They show theoverall unemployment rate has crept down to 11.1% from its peak of 12.1% inApril 2013. Despite the od news, another problem in the form of long-termunemployment (generally defined as being out of work for over 12 months) hasemerged in the nineteen-member currency union.
Sowhy is it so tough for Europeans to get back to work? Part of the reason liesin labour mobility. Another factor in the divergent long-term unemploymentrates is a higher job turnover in America than in Europe. But all this bodesill for single currency.
Other difficulties arise too. Fertility rates,already falling in Europe, tend to drop off and life expectancy can decline whenjoblessness rates are high. The problem is not universal though. Denmark andGermany have kept both long-term and overall unemployment low through jobtraining programmes, flexible labour laws and education. Southern Europeancountries, where the problem is worst, should look north for inspiration.
